UN Orgs To Address the Nexus Between Terrorism and Organized Crime in Africa

Terrorism and organized crime are interlinked threats that endanger international peace, security and development. Terrorists can exploit organized crime, whether domestic or transnational, as a source of financial or logistical support. Africa faces these challenges more than any other region, as terrorism and violent extremism are fuelled by various forms of illicit activities, undermining peace and security, aggravating conflict and fragility, and hampering development efforts.

These issues are especially relevant in Northern and Western Africa, where countries are confronting both terrorism and organized crime and have acknowledged the need to tackle this nexus. Therefore, addressing these challenges and threats is one of the main priorities identified in the recent 2023 Review of the UN Global Terrorism Strategy.

To assist countries in responding to this threat, United Nations Office on Drugs and Crime (UNODC) and the United Nations Integrated Crime and Justice Research Institute (UNICRI) launched a new project in February 2023 on Strengthening Capacities to Address the Nexus between Terrorism and Organized Crime in Africa.

The project aims to assess the nexus between terrorism and organized crime in Africa, raise awareness among criminal justice and law enforcement actors, offer technical and legislative assistance, and enhance cooperation in Africa to effectively address the challenges posed by this nexus.

Between March and May 2023, UNODC and UNICRI held scoping missions with key stakeholders and relevant agencies involved in countering organized crime and terrorism from Algeria, Benin, Mali and Togo. These fruitful discussions led to the development of a detailed and tailored technical assistance plan for each country, according to their specific needs.
